Nov. 28--Transit officials have drafted tighter safety rules following the deaths of two subway track workers last week, officials said yesterday.
Under the new regulations, all work crews will be accompanied by flaggers, who are responsible for alerting train operators to slow down or stop.
Transit officials will expand the types of tasks that require full flagging, which includes the use of portable trippers that stop trains that enter danger zones.
