The BULGARIAN ENERGY SECTOR stands at a crossroads. In a geographic sense, Bulgaria is a transit point between East and West--a potential link for energy routes from Russia and the Middle East to Europe. Its central position in southeastern Europe, where both energy deficiency and demand are growing, has made the country an important regional electricity supplier in the last several years. At the same time, however, the Bulgarian energy sector must address long-delayed structural reforms, and it is confronted with a complex set of choices related to ownership structure, market organization, energy efficiency, and environmental impacts.
