WASHINGTON _ For a time, Saddam Hussein was the enemy of Washington's enemy, and so became the U.S. government's friend. The 1980-1988 war launched by Iraq against Iran ended in stalemate, but it blunted Iran's revolutionary religious ideology before it could spread elsewhere.
Less than two years later, after Iraq invaded Kuwait, former President George Bush called Saddam Hussein a threat to world peace, compared him to Adolf Hitler and urged Iraqis to remove him from power. American-led armies crushed the Iraqi military. But U.S. policymakers were not ready to use U.S. forces for regime change, even when Saddam Hussein was crushing Iraqi rebellions.
