The city of Laguna Beach, Calif., doesn't get the spotlight that other California municipalities receive. It doesn't have the fame of Hollywood or the information technology acclaim of San Jose, but Laguna Beach leaders are jockeying to become a city of distinction in the realm of public-records availability. Laguna Beach rolled out a Web-based GIS that, for the first time in the city's history, makes maps and geographic data available to the public via the Internet.

The new system relies on software from ESRI and AirZip, a provider of tools for managing electronic images. Laguna's Web application uses ESRI's ArcIMS software for backend management of source data. ...
