Nov. 21--AUSTIN, Texas -- Legislation pushed by would-be Texas House Speaker Tom Craddick benefiting a controversial hometown utility violates the state Constitution, according to a business group and a state agency opposed to the deal.
The state's Public Utility Commission could consider those objections and others during a meeting today involving the utility, Midland's Cap Rock Energy.
Craddick, R-Midland, who is poised to become the next speaker of the Texas House, declined to comment Wednesday. Craddick has received more than $28,000 for brokering a ...
