Dec. 6--Consumers Union blasted the Texas agency responsible for handling consumer complaints about mobile home defects in a study released this week.
The Texas Department of Housing and Community Affairs, which oversees installation and regulation of factory-built houses, generally refuses to consider complaints, the Consumers Union study said.
It also demands information beyond what is required by law to process complaints, according to the report, "Paper Tiger, Missing Dragon," and almost never fines the manufacturers, installers or retailers.
