HEROIN is to be made freely available on the NHS to West Midland addicts trying to wean themselves off the killer drug, Home Secretary David Blunkett announced this week. The change in policy came a year after Aidan Cotter took up the post as Birmingham coroner. Although too early to judge the extent of the city's heroin problem, he vowed to make the authorities 'sit up and listen' to the truth. So what are his findings? JUSTINE HOLLINS reports.
