Dec. 5--WASHINGTON--In a reversal that threatens the Missouri River barge industry, the U.S. Fish and Wildlife Service wants the Army Corps of Engineers to drop river levels this summer to protect endangered fish and birds.
It was looking as though neither the summer draw-down nor the equally contentious spring rise would take place after the White House ordered an election year cease-fire between the two agencies.
But matters are unsettled once again as a result of an unpublicized letter from the Fish and Wildlife Service to the corps insisting that lower ...
