Nov. 20--Confronted with an expected $300 million yearly cost, Contra Costa officials are blaming Santa Clara County for pressuring a regional board to impose strict clean water regulations.
The controversy involves expensive, new permit requirements that would force property owners to collect and treat runoff storm water, and then gradually reintroduce the water into the ground.
The San Francisco Bay Regional Water Quality Control Board insists it is considering tightening regulations for Contra Costa to create a level playing field of equal ...
