Nov. 20--RICHMOND, Va.--Virginia should combine its work-force training programs under one roof because the current approach is too fragmented and creates the potential for waste, General Assembly investigators said Tuesday.
Their 131-page report received mixed reviews from legislators on the Joint Legislative Audit and Review Commission. Some questioned its recommendation that the state create a new agency to handle work-force training.
