WASHINGTON -- If Saddam Hussein maintains a strategy of denial and declares this weekend he has no weapons of mass destruction, the pressure shifts to President Bush and his deeply divided foreign policy team.
Do they respond quickly with force, the route preferred by Vice President Dick Cheney and his Pentagon allies? Or do they, at least for now, stay the more patient path of diplomacy favored by the likes of Secretary of State Colin Powell?
Either way, the White House says that by maintaining his innocence, Saddam would be courting war.
