Nov. 16--Under a public-records request from the Wall Street Journal, federal regulators released a report Thursday that suggests Williams Cos. Inc. and AES Corp. may have conspired to drive up power prices in California.
But the agency that issued the report, the Federal Energy Regulatory Commission, settled those claims 18 months ago, and California officials were well aware of the report's contents before agreeing earlier this week to settle allegations that Williams inflated power prices and overcharged customers in California.
