DURING NORMAL times, Arkansas' lumber mills could expect to be doing quite well with a continuing strong home construction market.
But these aren't normal times. Mills are caught in a market in which lumber prices are at their lowest point since 1992.
There's no single cause for the slumping prices but a complex combination of factors that many see dragging on at least through 2003 before there's a turnaround--if then.
The simple explanation is that there is a glut of wood in the United States. But nothing about the timber business is simple, and nothing is working like it's supposed to work.
