Dec. 12--NEWPORT NEWS, Va.--Led by more than 100,000 active military and reservist personnel getting pay raises this year, Hampton Roads' contribution to Virginia's overall economy should increase for the first time since 1985.
But the region's gain comes as the state's economic engine, Northern Virginia, appears certain to mark the first decline in its economic effect since at least 1975, thanks largely to the slump in the technology industry.
