The Madison City Council may soon consider a proposal to ban smoking in all bars and restaurants by 2005.
Ald. Jean MacCubbin, 12th District, the council's leading smoke-free advocate, has asked the city attorney's office to draft the law and may propose it to the council on Nov. 19.
"I know this is the future," she said Wednesday. "I don't know if it's a card that will be played on the 19th."
The hospitality industry described the move as a thinly veiled threat to force acceptance of a current proposal to ban smoking in restaurants.
