THAT IS KIND OF A WORDY, mechanical definition, but it says a lot. It concedes that we have the ability to influence our outcomes (or at least pursue them). The definition gives us some direction on how to best pursue our desired outcomes ... by influencing public policy and resource allocation within a variety of structured systems, whether they be public or private. Finally, I think this definition reminds of us of the responsibility we take on as we begin to make decisions that "directly affect people's lives."
