Walking away from Congress just when he promised he would, the Fort Collins Republican jokes that he has no problem making the transition from ``Who's Who'' to ``Who's he?''

He never wanted to be a career politician, so he has no problem going home.

``I deliberately tried to insulate myself from a social life in Washington,'' he said from Colorado this week, after clearing out the Capitol office where a sofa doubled as his bed.

``It's a seductive, sick city. The whole city is designed to make you forget about home,'' Schaffer said. ...
