Dec. 21--KEY WEST, Fla.--Like everyone else, they gravitate to this tiny island when the trees up north drop their leaves and the temperatures plummet.
Key West's homeless -- who sleep in mangroves, under bridges and in boats, panhandle paying tourists and overrun city beaches -- have been a thorn in the side of city administrators for years.
Last week, city stewards quietly began pressing a new draft plan:
Move 'em to Miami-Dade.
