Dec. 24--MEXICO CITY--Already saddled with a reputation for corruption and incompetence, Mexico City police are facing new ridicule for their latest efforts to confront the legendary crime problem in this giant metropolis.
In Alameda Square a new unit of mounted officers has been deployed in uniforms resembling 19th Century mariachis, complete with sombreros, spurs and .357 Magnums. This delights the tourists but leaves weary residents questioning whether the outfits can make the city safer.
Across town, the new look is like something out of "Robocop," with officers ...
