Vista's Community Development Commission and developers Civic Partners and Regency Centers are officially negotiating on the price of the land the developers will buy to build Vista Village.
Escrow opened on Nov. 27 and was scheduled to close Dec. 10.
The 25-acre project will be a two-phase, 218,000-square-foot shopping center.
