Jan. 2--When state ferries chief Mike Thorne announced last month that he wants to end passenger-only ferry service on Puget Sound, it came as no surprise to one man who already knew the money-losing venture's days were numbered. Kitsap Transit Director Dick Hayes has been working for more than two years to craft a plan for the county to take over the service.
