The potential of tax-based measures for the general purposes of urban renewal is attracting increasing attention. (1, 2) There is also an interest in specific aspects of this approach, such as the hypothecation of tax revenues. While this interest is a reaction to the perceived shortcomings of conventional urban policy, some caution must be exercised over moving too quickly to a fiscal agenda, as the experience in the UK of using tax-based measures in this way is relatively limited.
