With much fanfare, the European Commission released to the public last Monday morning its more detailed proposal for the World Trade Organization talks on how to liberalize trade in agricultural products.
In broad strokes, the proposal suggests cutting "trade-distorting farm subsidies" 55%, trimming expenditures on export subsidies "about 45% on average"--ending them on grains, oilseeds, olive oil and tobacco--and reducing import tariffs on agricultural products an average 36%. These cuts would start in 2006, with developed countries given six years and developing countries 10 years to implement.
