Jan. 7--Marina City Councilman Bruce Delgado and some residents are upset that the city will soon initiate an environmental review of a proposed Fort Ord subdivision before residents get a chance to fully comment on the project's design.
Delgado and other critics of the 1,050-unit Marina Heights subdivision want city officials to insist that the developer incorporate citizens' suggestions into the design before the environmental review.
