SOLICITOR-GENERAL Harriet Harman, one of the country's most senior law officers, has apologised after being caught doing 99mph on the M4.
Her spokesman said she would plead guilty at the first opportunity after police stopped her yesterday as she was driving her son from London to university in Bristol.
