THE Royal Mail is locked in a bitter dispute with Mayor Ken Livingstone over the crippling cost of his congestion charges on its delivery fleets.
The embattled postal giant has been ordered to prove it deserves to be let off the pound sterling5-a-day fee it faces for every one of its vehicles entering the zone.
