WASHINGTON -- The Navy formally surrendered its embattled Vieques training range on Friday, telling Congress and Puerto Rico's governor that bombing and naval gunfire exercises later this month will end its six decades on the island.
In a letter to President Bush and a report to the Senate Armed Services Committee, Navy Secretary Gordon H. England asserted that a new training program involving several East Coast ranges and computer-aided simulators will give sailors and Marines more sophisticated training than they would get on Vieques.
