KEY WEST, Fla. _ Like everyone else, they gravitate to this tiny island when the trees up north drop their leaves and the temperatures plummet.
Key West's homeless _ who sleep in mangroves, under bridges and in boats, panhandle paying tourists and overrun city beaches _ have been a thorn in the side of city administrators for years.
Last month, city stewards quietly began pressing a new draft plan:
Move `em to Miami.
A proposal to that effect was mailed out last week to a dozen homeless shelters and outreach centers in the Miami area by John Jones, Key West's assistant city manager.
