WASHINGTON _ Three decades after the military draft ended, a small group of Democratic lawmakers wants to bring it back. They seek to spread the risks and burdens of a possible war with Iraq to the white, middle- and upper-middle class men and women who seldom volunteer to serve in the armed forces.
A bill introduced Tuesday by Rep. Charles Rangel of New York is unlikely to become law _ the Pentagon opposes it _ but it throws a spotlight on issues of patriotism, sacrifice and fairness in an all-volunteer military that in its enlisted ranks is disproportionately poor and African-American or Hispanic.
