Nicole Foley of Ipswich, Mass., has a stepbrother named Samuel Schwartz, who is a year older than she. When Samuel turned 18 last spring, he had to register with the Selective Service System.
When she turns 18 this year, she won't have to register.
That didn't seem right to Nicole or to Samuel. They wondered why, nearly four decades after the birth of the modern feminist movement, only males have to register for a possible draft.
