City officials and residents were devastated in July 1995 to learn that Kelly Air Force Base - which at one time employed more than 19,000 - would be closing as part a program to consolidate bases around the country.
However, local development officials are turning the Texas base, which officially shut down in July 2001, into an industrial park that already houses 5,400 employees.
Air Force and local development officials call Kelley ``the poster child for successful base closure.''
