Davos, Switzerland, 24 January 2003 - The decision to send a South Korean envoy to Pyongyang was "very significant," according to a senior South Korean emissary speaking at a plenary session of the World Economic Forum's 2003 Annual Meeting. Speaking on behalf of President-elect Roh Moo-hyun, representative Dongyoung Chung said the decision to receive the envoy represented a softening in North Korea's stance. Previously, North Korea had insisted that its dispute with the U.S. over the North's nuclear programme was between Washington and Pyongyang.
