Senators John McCain (R., AZ) and Joseph Lieberman (D., CT) say they will soon introduce legislation in Congress that would cap industrial greenhouse gas emissions in the U.S., and allow companies to trade emissions reductions credits among themselves. The trading proposal, which was the subject of a Senate hearing last week, has significant support from multinationals including BP, DuPont, Rohm and Haas, and Shell. These companies say they believe that climate change mandates are inevitable in the U.S., and they have already committed to limiting their greenhouse gases, particularly carbon dioxide ([CO.sub.2]). They are also seeking credit for these voluntary efforts.
