WALES and Scotland should share a Secretary of State, a Parliamentary report into devolution has found.
The House of Lords study, which wants to scrap the Welsh Secretary's post, questions the value of having a separate Secretary of State for Wales and one for Scotland and suggests the two posts be merged.
Beneath the new cabinet minister would be junior ministers for the respective nations, say the peers.
Since the birth of the National Assembly, the Welsh Secretary's job has been to ensure laws relating to Wales are guided through Parliament and to argue the nation's case around the cabinet table.
