Jan. 29--RICHLAND HILLS, Texas--People can only go so far when helping a neighbor -- even in Texas.
Several years ago, Haltom City agreed to help cash-strapped Richland Hills by building a concrete chute to control erosion in the Big Fossil Creek levee and channel.
But now, Haltom City officials have changed their minds. Richland Hills will have to pay for the project estimated to cost $50,000.
On Tuesday, the Richland Hills City Council agreed to seek construction bids, which must be approved by the U.S. Army Corps of Engineers.
