Things were looking up for Madison County in early 2002, when a proposed settlement to the Oneida Indian Nation land claim was announced in February.
The settlement would have set up a $100 million fund to reimburse local governments for lost taxes. In these days of increasing costs and taxes going up, municipalities could have used the money.
But it's 2003, and officials say the settlement is no closer to reality than it was that day in February 2002.
The Oneida Indian Nation still collects no taxes on sales of cigarettes and gasoline and does not pay property taxes on the land it owns.
