EU foreign policy chief Javier Solana has said he is "delighted" about further progress made by Yugoslavia on agreeing a new form of loose union between the rump republics Serbia and Montenegro - namely the adoption in recent days of the Constitutional Charter and Implementing Law by the Serbian and Montenegrin Parliaments. "This is a historic moment. The Union of Serbia and Montenegro is becoming a reality", said Mr Solana. He remarked that the broad support for the Charter in both parliaments augured well for the new Union, and encouraged parties who voted against the Charter or the Law to support its implementation.
