Feb. 3--As the cars flood into Indianapolis from every direction every weekday morning, thousands of workers arrive to earn a paycheck they will take and spend elsewhere.

For decades, a debate has sputtered over whether these commuters should be forced to leave some money behind -- beyond the lunches they buy and the goods they purchase.

The touchy issue of a "commuter tax" is rising once again.

A contender for the Republican mayoral nomination wants to tax the nearly 180,000 people who travel to Indianapolis for work. And a local Downtown business ...
