After the prolonged wait for the December 2002 pensions green paper, 2003 could see a lurch forwards in pensions regulation.

With a slightly extended consultation period for the green paper, to March 28, observers can expect to see an intensive lobbying campaign and volleys, if not salvoes, of responses early in the year.

It will also be interesting to compare the green paper with the report of the select committee on work and pensions, which is due to report in the spring, particularly on the extent of "the pensions crisis" and the effectiveness of current policy.
