Introduction
According to the International Labour Organization (ILO), one third of the world's working-age population of approximately 3 billion people are either unemployed, under-employed and in search of more work, or they do not earn enough to keep their family above the poverty line (ILO, 2001).
The same report indicates that women register higher levels of unemployment than men. When they are employed, it is more likely to be in low-skilled, low-income jobs.
