Feb. 5--Time was, the self-proclaimed capital of Silicon Valley, wealthy beyond imagination from the high-tech boom, could afford to dream big.
Just a few short years ago San Jose officials and developers gathered in glass-walled conference rooms to fine-tune a billion-dollar remake of San Jose's downtown-in-progress with visions of a grand hotel, a thousand high-rise condos and block after block of the trendiest shops and cafes.
But last week, San Jose balked at spending a relative pittance -- $3 million -- to help the popular Camera Cinemas expand downtown. ...
