Feb. 6--PROVIDENCE, R.I.--Eager to make Rhode Island the "jewel of New England," Governor Carcieri is restructuring the way the state tries to create jobs.
In one fell swoop, Carcieri is pointing two quasi-state entities, created by former Gov. Lincoln Almond in the late '90s, toward a new, more focused direction -- measurable job creation within four years.
