After a knock-down, drag-out with hospital chain HCA, Bon Secours Richmond (Va.) Health System has won certificate-of-public-need approval to build 130-bed St. Francis Medical Center in suburban Chesterfield County, Va.
But the go-ahead to build near two existing HCA facilities only came after a three-year legal fight that forced the not-for-profit system to suspend construction. Nashville-based HCA sued in 2000 to block the state's original approval, won by Bon Secours in 1999. The Virginia Court of Appeals then ordered the state's health commissioner, Robert Stroube, to review the project again.
