The European Union formally opened negotiations for a Stabilization and Association Agreement with Albania in Tirana on 31 January (see "RFE/RL Balkan Report," 22 November 2002 and 17 January 2003). European Commission President Romano Prodi said the new relationship will encourage Albanian authorities to step up their reform efforts with an eye on eventual EU membership. Prodi said his visit to Tirana marked the "first official step" in joint efforts to integrate Albania into European organizations.
