Jeff Pulver, CEO, pulver.com submitted a petition to the Federal Communications Commission for a Declaratory Ruling that voice over Internet service Free World Dialup (http://www.pulver.com/fwd) suffers no regulatory obligations.
The petition notes that, in contrast to calls transmitted over private inter-exchange networks that use Internet protocol, FWD's services are transmitted over the same "common" Internet backbone facilities that carry Internet service provider (ISP) and all other types of public Internet traffic.
