Feb. 12--ALBUQUERQUE, N.M.--A "hugely ambitious" $240"million proposal has been unveiled to ease railroad gridlock in El Paso, Texas, and neighboring Ciudad Juarez, Mexico, by creating a 120-mile high-speed loop that would run through Santa Teresa in southern New Mexico.
"We are very pleased about stepping out with a very solid plan that benefits this entire region of which Santa Teresa and southern New Mexico are a vital component," said El Paso Mayor Raymond Caballero, who recently outlined the proposal called the regional intermodal rail project.
