1. Ulysses S. Grant. Grant, the commander of the Union forces that won the Civil War, served from 1869 to 1877. While he was president, he established the first Civil Service Commission, Congress passed the Indian Appropriation Act declaring Indian treaties void and making Indians wards of the federal government, Chicago was destroyed by fire and Yellowstone National Park was created. Also, in 1874, the first bridge to span the Mississippi River was built in St. Louis and, in 1875, Mark Twain published "Tom Sawyer."
