TODAY the attention of every major metropolis in the world is focused on our city. Whether people like or loathe Ken Livingstone, the Mayor deserves respect for the sheer doggedness with which he has pressed ahead with one of the most radical largescale traffic experiments in history.
Other cities which have introduced congestion charging, such as Oslo or Singapore, are so much smaller that no useful comparisons can be made.
This is the biggest gamble that any one man could take with a city, and on its success or failure depend not just the mayoral future of Mr Livingstone but the whole rhythm and pace of the capital.
