Thomas F. Philbin of West Yarmouth, a retired state employee and city of Everett councilman, died Saturday at Cape Cod Hospital. He was 76.
Born and raised in Everett, he graduated from Everett High School. He graduated from Boston College with a degree in business administration.
Mr. Philbin enlisted in the Navy during World War II and served in the Pacific aboard the minesweepers USS YMS 99 and USS Knight DMS 40. He served in the Navy until his discharge in 1954.
After his military service, he worked for the Massachusetts Department of Public Works as an administrator for the District 4 office for more than 38 years. While working for the ...
