Beaver County, Pa., Developer Is Placing his Bets on Racetrack Project.

Feb. 23--When Beaver County developer Charles J. Betters was a headstrong 17-year-old plumber learning the construction trade, he made a prediction.

"I'm either going to be rich or I'm going to be poor, but I don't want to be in between," he told his cousins, with whom he was sent to live after his parents threw him out of the house.

He ended up rich.
